I am returning herewith without my approval H.R. 1591, the “U.S. Troop Readiness, Veterans’ Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007.”

This legislation is objectionable because it would set an arbitrary date for beginning the withdrawal of American troops without regard to conditions on the ground; it would micromanage the commanders in the field by restricting their ability to direct the fight in Iraq; and it contains billions of dollars of spending and other provisions completely unrelated to the war.

Precipitous withdrawal from Iraq is not a plan to bring peace to the region or to make our people safer here at home. The mandated withdrawal in this bill could embolden our enemies — and confirm their belief that America will not stand behind its commitments. It could lead to a safe haven in Iraq for terrorism that could be used to attack America and freedom-loving people around the world, and is likely to unleash chaos in Iraq that could spread across the region. Ultimately, a precipitous withdrawal could increase the probability that American troops would have to one day return to Iraq — to confront an even more dangerous enemy.

The micromanagement in this legislation is unacceptable because it would create a series of requirements that do not provide the flexibility needed to conduct the war. It would constrict how and where our Armed Forces could engage the enemy and defend the national interest, and would provide confusing guidance on which of our enemies the military could engage. The result would be a marked advantage for our enemies and greater

danger for our troops, as well as an unprecedented interference with the judgments of those who are charged with commanding the military.

Beyond its direction of the operation of the war, the legislation is also unacceptable for including billions of dollars in spending and other provisions that are unrelated to the war, are not an emergency, or are not justified. The Congress should not use an emergency war supplemental to add billions in spending to avoid its own rules for budget discipline and the normal budget process. War supplemental funding bills should remain focused on the war and the needs of our men and women in uniform who are risking their lives to defend our freedoms and preserve our Nation’s security.

Finally, this legislation is unconstitutional because it purports to direct the conduct of the operations of the war in a way that infringes upon the powers vested in the Presidency by the Constitution, including as Commander in Chief of the Armed Forces. For these reasons, I must veto this bill.

Scientist doubts warming-hurricane link

MIAMI, May 2 (UPI) — Chris Landsea, a scientist at the National Hurricane Center in Florida, says there is no link between global warming and the frequency of hurricanes.

Landsea said in a study released Tuesday that previous claims of a link were unreliable, since researchers underestimated the number of storms that occurred before the satellite era, The Miami Herald reported Wednesday.

Some hurricane scientists, including Massachusetts Institute of Technology’s Kerry Emanuel, say global warming has contributed to an increased number of hurricanes.

Landsea says three hurricanes each year, on average, went uncounted during the late 1800s and the first half of the 20th century — before satellite storm monitoring was used to track storms.

When you add those storms back into the record, we don’t see any new trend,” Landsea said. “There’s no link to global warming that you can see at all.”

Mahmoud Ahmadinejad was photographed and filmed by state media stooping to kiss the woman’s hand and then clasping her arms in an embrace, at a ceremony yesterday in honour of Iranian teachers’ day.According to sharia law, it is forbidden for a man to have any physical contact with a woman to whom he is not related.“The Muslim Iranian people have no recollection of such acts contrary to sharia law during Islamic rule,” seethed the ultra-conservative Hezbollah newspaper, on its front page.

“This type of indecency progressively has grave consequences, like violating religious and sacred values.” source

dinnerjacketkiss.jpgThis type of behavior is completely unacceptable. When you have Presidents behaving like this, next thing you know, you’ve got teenage interns with knee pads and stained blue dresses all over the news.

Elderly teachers all over Iran will never again feel safe in their homes.

There is only one solution: Dinnerjacket must die.

Drain the Swamp

…it appears Sen. Feinstein was up to her ears in the same sort of shenanigans that landed California Rep. Randy “Duke” Cunningham (R) in the slammer….

And the director of the Project on Government Oversight who examined the evidence of wrongdoing assembled by California writer Peter Byrne told him that “the paper trail showing Senator Feinstein’s conflict of interest is irrefutable.”

It may be irrefutable, but she almost got away without anyone even knowing what she was up to. Her colleagues on the subcommittee, for example, had no reason even to suspect that she knew what companies might benefit from her decisions because that information is routinely withheld to avoid favoritism. What they didn’t know was that her chief legal adviser, who also happened to be a business partner of her husband’s and the vice chairman of one of the companies involved, was secretly forwarding her lists of projects and appropriation requests that were coming before the committee and in which she and her husband had an interest — information that has only come to light recently as a result of the efforts of several California investigative reporters.

This adviser insists — apparently with a straight face — that he provided the information to Feinstein’s chief of staff so that she could recuse herself in cases where there might be a conflict. He says that he assumes she did so. The public record, however, indicates that she went right ahead and fought for these same projects.

Iraq and U.S. officials have been cautiously optimistic about the joint operation in Baghdad that began on Feb. 14 but stressed it was still in its early stages as all the American troops being sent as reinforcements were not expected to be in place until early June.
